Description:
This is a breif overview of the Colleges requirement and forms a draft specification which is liable to have ammendments when the tender document is issued. Coleg Sir Gâr wishes to appoint a supplier to supply and install Solar Panels. The solution should be aimed at providing a cost effective way for the College to provide cost savings on its energy bills. The Distribution Network Operator (DNO), which is Western Power Distribution (WPD) for Coleg Sir Gar sites has apparently advised that a system with a total installed capacity of 100Kw can be considered at Graig Campus and that a system with a total installed capacity of 50Kw can be considered at the Ammanford Campus. The successful bidder will be required to install a three-phase solar panel solution at Graig and Ammanford Campuses that provide the best financial savings to the College and adheres to the DNO restriction, using:- Tier 1 Panels from the Bloomberg top ten global manufacturers with a modular efficiency of at least 17% Panels Power Inverters - Solar Edge, SMA, ABB, Fronius or of similar standard or equivalent. Full Structural Survey To ensure the roof is structurally sound and adequate to take the panels and any additional loading. The survey must be undertaken by a Structural Engineer and / or Chartered Building Surveyor. Installation - Consultation with DNO and Grid Connection application; - Consultation with Local Planning Authority (LPA), formal notification and / or submission of planning permission application (if needed); - Generation Meter / Export Meter (if considered appropriate); - G59 Protection relays (if considered appropriate); - Cabling; - Any additional electrical work; - Mounting Kit – from accredited supplier; - Scaffolding and additional plant; Other provision that must be included are: - All required cabling work to be installed between the collectors and the distribution board; - Any associated plant and access equipment to execute the works; - All control equipment with associated cabling; - Any required internal works; - All labour, subsistence and all travelling costs associated to the work; - Full commissioning tests with and hand over the system in full working order; - Training. All testing and wiring should comply to BS7671:2008 17th edition wiring regulations. The Electrical Contractor must hold accreditation by NAPIT or NICEIC. All of the above elements need to be built into the pricing schedule. Guarantee - Workmanship, minimum 12 years - Manufactures / Installer, Full parts and labour warranty for minimum of 20 years - Inverters, minimum of 20 years - Performance, minimum of 25 years All Guarantees must be transferable if the building is sold, and honourable if the supplier ceases trading for the following reasons administration, bankruptcy and receivership. Commissioning and Registration The system must be commissioned prior to hand-over to the College. The installer is expected to provide the following: - Certification of the system with all warranty documentation. - EPC Certificate - Operating and Maintenance manuals - Assistance with registration of the system with OFGEM under the Roofit Scheme ALL TENDERERS MUST PROVIDE A BID FOR OPTION 1, 2 , & 3 OPTION 1. To include all other requirements as noted in the specification above and the following; Graig Campus – To provide a Solar PV System installation of 100Kw (total installed capacity) with a standard string inverter system. Ammanford Campus – To provide a Solar PV installation of 50kw (total installed capacity) with a string inverter system. OPTION 2. To include all other requirements as noted in the specification above and the following; Graig Campus – To provide a Solar PV System installation of 250kw with an enhanced inverter and full monitoring facility / capability – such as Solar Edge, Enphase or similar equivalent. Ammanford Campus – To provide a Solar PV System installation of 100kw with an enhanced inverter and
