Abstract

On behalf of Cardiff Council and Cardiff and the Vale University Health Board (CVUHB), Cardiff Council is seeking to commission a Service Provider to develop a Children’s Residential Home to support and safeguard a Cardiff young person age 15 with complex and multiple needs. The Young Person is currently supported by the Council’s Child Health and Disability (CHAD) team and they have continuing healthcare in place and will be receiving ongoing support from local Psychological and Psychiatric provision. The Young Person has additional needs including significant attachment issues and displays challenging behaviour. The Provider will be required to acquire (make available for the term of the agreement through already available provision, purchase or rent to purchase) a property which is suitable for the young person, and complete the Registration Process to set the provision up as a Registered Children’s Home. The property would ideally be within the Cardiff and Vale Health Board area. Properties outside of this area may be considered if no properties within this area are available in line with the Health needs of the Young Person. The property would ideally be a bungalow for safety issues. The Young Person currently has a staff team which will move with them into the new provision in order to support the move into the home and the transition to the Care Home Providers staff team. The provider will therefore be required to work with a support provider throughout this transition period. A high level of staffing is currently provided up to 5:1 daytime and 4:1 during the night but this is currently under review and it would be intended that this staffing level would decrease 3:1 in the community with the support of the Health Board and the CHAD team, alongside the providers staff team. Cardiff Council are seeking expressions of interest from Provider Organisations who believe that they may be able to meet the needs and requirements of the young person.

These services fall within the usual categories of services in the health and social care categories listed in Schedule 3 of the Public Contracts Regulations (“the Regulations”) and accordingly the so called “Light Touch Regime”, therefore, we do not have to apply the usual timescales for advertising and will be applying some level of flexibility to the procurement of the services concerned.
