II.2.4) Description of the procurement
NHS Wales is looking to procure a secure password protected internet based system for recording job matching and job evaluation outcomes, storing information related to those outcomes and enabling consistency monitoring of all outcomes.
Within NHS Wales the use of the tool was made compulsory during the assimilation process resulting in a high usage of the system. NHS Boards and trusts have continued to use the tool since 2004 for all workforce processes relating to Job Evaluation and rely heavily upon it.
This approach has led to an invaluable bank of data being available which has not only been used to undertake consistency checking, but has been used to share job related information to aid a range of issues including workforce redesign.
There is an absolute requirement to retain all the data currently on the system. Furthermore, it must be in a format that we can continue to access and manipulate as required for consistency checking and monitoring.

The NHS Agenda for Change Job Evaluation Scheme is mandatory and has been the system for measuring NHS Jobs across the entire AFC workforce since 2004. The scheme was developed as part of the Agenda for Change pay system and was rigorously tested with the Equal Opportunities Commission and other Equality Commissions throughout its design to ensure that it would deliver equal pay for work of equal value.
The scheme is designed to remove barriers to service modernisation by placing staff on a common pay structure to encourage team working and more flexible ways of delivering the service. The system allows new roles to be defined and measures these easily and consistently.
The scheme has been supported by an electronic tool which was procured initially by the Department of Health in England in 2004 on behalf of the four UK countries with each country contributing to the cost of the system.
