Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
The NHS Wales Shared Services Procurement department on behalf of the Cardiff and Vale University Health Board have a requirement for Survey's, maintenance and any remedial works undertaken regarding their Air Conditioning units across the Health Board.
The cleanliness and continued performance of the UHB air conditioning units is essential to the Health Board’s operational services. It is imperative that the equipment is maintained to avoid corrosion and cross-contamination within sterile environments. The monitoring and replacement of units beyond economical repair is essential in ensuring that the units are operating correctly.
Engaging with the market, it has been determined that whilst there are some third party suppliers who could potentially provide this service, they are unlikely to be able to offer the same expert knowledge, or replacement of original equipment parts at a competitive cost required for an effective support contract at this point of time, due to the urgency of this requirement.
