The Health Board has historically had significant gaps in capacity and demand across a number of specialties, which have been previously managed through short term solutions such as waiting list initiatives, weekend working and outsourcing high levels of activity to Independent Providers using non-recurrent funding. The impact of severely reduced theatre activity in the Health Board during the Covid19 pandemic has worsened the position to the point where traditional solutions to lengthy and high-volume waiting lists are insufficient and undesirable.
SB UHB are looking to direct award a contract for the use of Facilities only with Sancta Maria Hospital and St Joseph Hospital Newport as is required to allow the Health Board to continue providing critical care to its patients.

Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
Given the need to address the significant increase in patient waiting lists as a result of the COVID 19 pandemic. SB UHB require additional theatre capacity.
The Health Board has explored various options to increase theatre capacity. This proposed award is a part of a range of measures being implemented. Given the urgent need to prioritise patient care and the lack of an existing contract/framework agreement being available, several providers were engaged with to establish their capacity to support the Health Boards need. Of those providers engaged with only Sancta Maria and St Joseph Hospital were able to provide capacity.
