Questions and answers
Please find responses to following queries received, these are being shared with everyone in the interests of transparency ad equal treatment.

1. We have used drawing (002 90307-06-CC—Penfridd CCG- Topographical Survey) for the existing survey there are large parts of the survey noted as overgrown and inaccessible. Architects drawing (C974.012C_Plot Levels) shows some of the proposed level along with drawing (3793-CAU-xx-xx-DR-C-4501-P3.0-D2). There is a large section of the proposed development without proposed levels. The open space areas have no proposed levels.
Please can you advise accordingly?

Answer: A more detailed survey of the woodland area will be required to be undertaken by the successful contractor and details of the proposed levels in the woodland area developed along with the detailed landscaping proposals.

2. There is limited or no information regarding the walls at the different levels of open basins within the design of the proposed open space. We will take off the lengths of the proposed walls and describe them as basin walls etc. Please can you provide further details?

Answer: Successful contractor will be required to develop headwall design and and basin perimeter safety fencing. Construction materials to be agreed with Adra and SAB. Basin base and top of batter levels are included on layout drawing to assess height of walls required.

3. The proposed parking bays to the existing houses are shown as Porous paved parking. There is no drainage to pick this area. Can you please comfirm if drainage is required for this area?

Answer: Successful Contractor to investigate if adequate stone can be provided to discharge runoff from the car park area via slow infiltration to ground. Alternately a piped connection to the existing drain crossing from the cottages or directly to the head of the existing ditch could be considered.

4. BWIC - we cant find any details of the proposed trenching details , the only info relates to a Scottish power diversion, please can you please clarify and provide any drawings for water , gas , and LV / lighting etc?

Answer: Successful Contractor to engage M and E consultant to develop service supply networks to serve the proposed development.

Remediation Query
We are trying to discharge all ‘Pre-Commencement’ conditions under the planning approval notice, some of these do constitute remedial works including;

1. Identification and removal of all ‘Invasive Species,’ (Plants) on site identified by Gwynedd’s CC Bio-diversity Officer – Currently being dealt with by Caulmert, please see below contact. Works include - - - Clearance of ground vegetation needs to be undertaken in line with the ecological constraints and RAMs within the consented ecology report. Works should be undertaken asap whilst amphibians and reptiles are active. The cut off for the works would be end of September.

2. Trees not found to support bats and >10m from known bat roosts can also be felled at this stage if required. - A Bat license needs to be obtained as a priority (by Adra), to cover the removal of those trees previously found to support bats. Tree works cannot commence until a Bat License is obtained. Whilst it is recommended that these works take place before the winter period, it is worth considering that the bat license will take time to a) prepare and b) be determined by NRW (8 week period at best). Works must take place before or after the bat hibernation period (November to February inclusive).

3. Pockets of Contaminated Land – There are some areas identified within the site that will require licensed removal and disposal, the contractor should include a Provisional Sum to cover this in their return. The Phase III Caulmert Ground Assessment Report (February 2020) included in the Tender Pack highlights the extent of this, special reference includes:

 Report Reference Caulmerts (Cau-XX-XX-RP-V-0300 C.C1)
 Section 6.0 & Section 7.0 Recommendations & Approvals Pages (20 to 22)
 Appendices (Figure 4) – Conceptual Site Model Drawing
 Appendices (Figure 5) – Excavation Plan indicating the extent of contaminated area to be removed and disposed of
 The contractor should allow a sum for additional survey work for this element as recommended in the Phase III Report.

Query - Planning conditions at Penyffridd – Bangor.
We can confirm Adra/Medra (Cyfyngedig); via our Planning Consultant) Caulmert, are working through the Pre-Commencement Conditions under the terms of the approval.

Currently we are working on the following:

1. Ecology include Tree protection and thinning
2. Bio-diversity – Removal of invasive species
3. Housing Needs statement
4. **NB: You will need to propose a remediation strategy for the removal of contaminated areas of land, with costs this is referenced as follows:

We are attempting to provide as ‘clean’ a site as possible with regards to statutory obligations to the developer, Caulmert engineers are also looking to have in place (as much as possible) the paperwork for SAB/s38, 278, & s104 prior to awarding the contract.

We would expect the contractor to manage this process under the D&B Contract T&C’s, but be in a place were a lot of the legal and design work is complete or been registered in readiness for approval.
