The procurement falls outside the scope of application of the Directive
Explanation:
The NHS Wales Shared Services Procurement department on behalf of the Cardiff and Vale University Health Board has significant expenditure for a one off purchase for the provision of a partial upgrade of the current existing Protec fire alarm system equipment with replacement fire alarm smoke detectors, heat detectors and break glass units. It is determined that whilst there are some third party suppliers who could potentially provide this service, the Clinical Board currently have an existing service contract agreement with their incumbent supplier Protec for this and wish to procure services for an upgrade of this system that is already in place.
