Description of the goods or services required

Caerphilly County Borough council are inviting suitable tenders for the design and construction of a new 4 classroom, 2 storey extension, with additional single storey WC extension, at Ysgol Gymraeg Bro Allta, Ystrad Mynach, CF82 7QX, The scope of the project is fully described in this ITT tender documents, in summary the scope is:

The detailed design and construction of a new two storey classroom block, and single storey toilet block, complete with external works, infrastructure, fit out, and ancillary works. The new block will accommodate four classrooms, toilets, cloakrooms and service provision. A single storey entrance link between the existing building and the extension will be constructed and the existing main entrance re-modelled. The newly created floor area is circa 375 m2.

The project includes external spaces including play areas, landscaping, and remodelling of the existing car park.

In addition to this, once the new extension is complete the existing demountable blocks 154 and 155 (existing Nursery) will be demolished along with 2 small sheds. The site of the demolished demountable buildings will be redeveloped into a new school garden space and hard surface play areas.

Total quantity or scope of tender

The procurement process for this arrangement shall follow a two-stage, Open Procedure. Candidates will be required to pass the selection stage response before the specification response will be considered

Stage One - Candidates are required to comply with the compliance questions and pass all pass / fail questions to proceed to the Award Stage. Any candidate that receives a fail based on the scoring methodology will be eliminated from the process at the point where the fail occurs.

Stage Two - All Organisations that successfully pass all elements of the selection stage will progress on to the Award Stage. This stage will be evaluated using the Most Economical Advantageous Tender (MEAT) criterion, structured as Price 70% / Quality 30% and pass / fail.

The quality sub-criteria will consist of:

Social Value 10%

7. In the Enter Product Classification screen please ensure that you select the Product Classification Codes (CPV Codes)that appear in the tender notice.

8. Accept the Terms and Conditions and then click Next. This takes you in to the Welcome window.

9. In the Welcome window please enter your Organisation name, Organisation ID and User Name (User ID). You now need to create your unique password. Please ensure that you make a note of this along with the other information already recorded.

10. Now click Done and you will enter the Supplier Home page.

11. From the Home Page, go to the “Opportunities” area, where you can search for this Opportunity. Click on the "Show Me Arrow" of the relevant opportunity and then click to register your interest on the relevant button.

12. Click the Opportunities Icon on the left of the page so that the page is refreshed, then, click on the "Show Me Arrow" of the relevant contract again and this will take you into the create a response section of the portal.
