Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
Swansea Bay University Health Board (SBUHB) currently have a deficit of Interventioanal Radiology (IR) Radiologists and are unable to provide consistent IR cover for emergency interventional radiological treatments and have to transfer patients to Cardiff with associated risks.
An advert for substantive post and subsequent advert for NHS locum post have failed to recruit. It has not been possible to identify suitable locum with Framework agencies but a candidate was identified with a agency who are not on any Framework Agreements. Appointing the IR Radiologist is essential for maintaining safe and effective care to a number of services throughout the health board. Failure to appoint would have significant clinical implications and would impact on waiting times.
