II.2.4) Description of the procurement

The Vale of Glamorgan Council (“the Council”) wishes to appoint a suitably qualified and experienced organisation to manage and operate its two Household Waste Recycling Centres (“the Services”). We require the Services to operate from 1st July 2022 to 30th June 2025, with the option for a further two 1-year extensions.

Correction to Question 10 - Deadline date
In response to Q10 requesting clarification on the tender deadline, the original tender date was submitted incorrectly. The Council wishes to confirm that the extended deadline date is now 12 Noon on Monday 11th April 2022 not 31st March 2022.

Please read. Tonnage and Reuse Shop extra information
2021/2022 Tonnages - The Authority believes that its important to mention that in this current reporting year the expected tonnage is to be c12,000 tonnes, the increase is due to the relaxation in Covid restrictions.



Reuse Shop – To clarify, the reuse shop is a new venture and the Council is yet to decide how this will be managed. It is included in the tender to establish what service, potential bidders may be able to provide, to the Council, for future consideration. The management fee should not include running costs associated with the reuse shop and the evaluation of the tender will only be in respect of the management fee for the two HWRC’s only. But bidders have an opportunity to enter a value/comment and respond to the questions in respect of the reuse shop so the Council can consider its options, with the successful bidder.

Unfortunately the Council cannot answer confidential questions as all responses must be shared with all bidders. This also means that questions that were raised on the same form as a confidential request can not be answered because the replies will be visible by all bidders.
