II.2.4) Description of the procurement
NHS Wales wishes to procure a replacement All Wales patient level costing system for use by all seven Welsh Health Boards (HBs) and Velindre NHS Trust (which provides a specialist cancer service in Wales).
The system needs to meet NHS England and NHS Improvement Costing Transformation Principles (CTP) considering any future Welsh Government specification which will require variation to CTP standards.
The NHS Wales strategic aims of delivering ‘Value Based Healthcare’ means that it is becoming increasingly important to have reliable service cost information and access to the underpinning, more granular patient level classification across the integrated services (acute, mental health, community, and primary care) delivered by Welsh Health Boards. Such information is used for the following purposes:
- Internal business intelligence requirements, such as Service Line Reporting, and to inform patient, pathway and population modelling leading to service change decisions.
- Benchmarking with other Welsh and UK peers to identify efficiency opportunities offered by UK-wide benchmarking tools.
- Completing the Health Board/Trust’s annual statutory Welsh Costing Returns (WCR’s) and patient level returns as submitted to Welsh Government.
Inbuilt ability to benchmark with other UK organisations contributing to the procured costing system would be beneficial. Any other additional analytical functionality will also be considered, to inform the NHS Wales strategic decision on options for the full market specification.
It is the intention of NHS Wales to appoint one supplier to implement a common system across Wales. Both cloud-based and non-cloud-based solutions will be considered.
The contract duration will be for 4 years commencing in April 2023 with the option to extend for 2 further periods of 12 months
