Abstract

The Welsh Government wishes to commission a piece of scoping research in preparation for the ex post evaluation of the European Union (EU) Rural Communities – Rural Development Programme (RDP) 2014-2020 in Wales which will take place in 2024. The overarching aim of the ex post will be to evaluate what the RDP in Wales has achieved against each Priority and identify areas of learning for the implementation and design of future rural programmes. In preparation, this ‘scoping’ work will consider the current ‘state of play’. We require the supplier to: • Assess the quality and effectiveness of the programme’s implementation, management and delivery, its schemes and projects that sit within it, to help inform the design and structure of systems and processes for future programmes. • Assess the outcomes, achievements and early impacts of the programme to date. • Map out the existing evidence base and to identify key data gaps or limitations that need to be addressed prior to the full ex post evaluation. • Consider RDP Priority Levels and the associated Common Evaluation Questions set by the European Commission • Assess the cross-cutting themes/ objectives (CCT/Os) in the RDP, including how these are being evidenced, and the integration, mainstreaming and the added value of the CCT/Os, We are currently testing the market as part of the procurement process. We request that any suppliers interested in bidding for the contract send a message of interest within 10 days.
