Abstract

Cardiff Council wishes to procure an arrangement for a pool of small contractors to help deliver repairs predominantly to its vacant properties. The Council’s Voids Team manage the works being delivered to bring void properties up to a standard for a new tenancy. As a property becomes vacant, a Technical Manager from the Voids Team visits the property, assesses the repair requirements, and creates a schedule of works required. The Voids Team currently then either deliver the repairs via their in-house team or pass the property to an external contractor (via an existing Framework) who will undertake the works. The Council is looking to procure an arrangement for pool of small contractors to support the in-house team in their delivery of repairs by completing a specific category of work. The Council is seeking to engage multiple contractors to create this pool. It is anticipated that there will be a requirement for the following categories of work: • Asbestos Removal (licensed) • Asbestos Removal (non-licensed) • Asbestos Surveys • Carpentry • Carpet & Flooring • Clearances • Deep Cleans • Domestic Appliance Service, Repair & Sales • Electrical Works • Fire Safety / Fire Stopping • Gardening / Landscaping • Gas / Heating • Glass Supply & Install • Kitchens & Bathrooms • Painting & Decorating • Plastering • Plumbing • Roofing • Scaffolding • Screening • Structural Surveys • Structural Works • Windows & Doors • Bidders will be able to apply for single or multiple categories of work. It should also be noted that there is no guarantee of work, and the arrangement will be used to call off as required. The Council held a supplier event on 15th June 2021. Following that event and supplier feedback, the Council has further developed and finalised the framework model. The Council intends to hold a further supplier event in conjunction with Business Wales to talk potential interested parties through the background, final model, and tender process. Business Wales will be able to provide you with support on preparing your bid. As the Council will be using Sell2Wales to run the supplier event and Proactis to run the procurement, Business Wales will also be able to provide you with support on the use of both of these platforms. This supplier event is to be held on Thursday 22nd September at 8:30am, and should run for a couple of hours. Attendance to the Forum shall be by invitation only. Therefore should you wish for your company to be represented at this event you must register by expressing your interest on Sell2Wales at the following links: https://wales.business-events.org.uk/en/events/framework-agreement-for-pool-of-small-contractors-supplier-event/ https://wales.business-events.org.uk/cy/digwyddiadau/cytundeb-fframwaith-ar-gyfer-pwll-contractwyr-bach-digwyddiad-cyflenwyr/ Invitations will then be sent out to you via email. Please note that expressions of interest need to be registered no later than Tuesday 20th September 2020. The event will start promptly at 8:30am and attendees are advised to “join” the event early. On joining you will automatically be placed to “wait” in the “lobby” and you will then be admitted to the event. Attendees are requested to have both video and audio turned off through the duration of the presentation. However, there will be an opportunity to ask questions at the end. Participating in this market sounding exercise will not guarantee short-listing for any future arrangements advertised as part of any procurement exercises for future requirements within scope of this Forum, and the Council reserves the right not to proceed with any procurement process. The Council will not meet any costs incurred by any party in responding to this notice or attending the Forum.
