To assist the Council, to meet current and increasing demand for young person’s supported accommodation a longer-term arrangement via a framework agreement with one provider is being sought. The Service will help the Council to meet its statutory obligations to young people who may be leaving residential placements, homeless or at risk of homelessness, and to ensure they are
protected and enabled to live independently through the provision of good quality supported accommodation and move-on support.

II.2.4) Description of the procurement
The Council currently has two contracts in place delivering 169 units of accommodation and support for young people in the City. The council is now seeking to appoint one provider to deliver further accommodation and support services. This framework agreement will be known as Service 3 and will also comprise of accommodation and support services for young people.
Service 3 will be delivered through a framework agreement (AGREEMENT FOR THE PROVISION OF ACCOMMODATION AND SUPPORT SERVICES FOR YOUNG PEOPLE) which can be called upon when accommodation is identified, and also as additional accommodation is required. The service will comprise of:
- Up to 24 units of intensive supported accommodation (these can be of any combination of 4 or 6 bed schemes).
- Floating support for move on.
-Ongoing contact and support for young people once moved on.
The Service will need to respond to changes in growth and numbers of service users anticipated throughout the duration of this framework agreement. The intention is for properties to come online as part of a phased approach. It is expected that all twenty-four units will be in place within the first 9 months of the contract start date. However, if demand were to decrease in later years schemes could cease and the cost would then reduce accordingly.
