Abstract

Conwy County Borough Council is working in collaboration with BCUHB to commence tender which is anticipated to commence within a week. The tender is to award one contract for a bespoke service for one Young Person of 16 years of age planning to return to live in the Conwy area. The purpose of the service is to create a safe and nurturing place where the Young Person can be fully supported with high quality trauma informed care and support. As part of this exercise proposals are invited from experienced and qualified organisations to submit a tender for Option 1 (Supported Living: Service) and/or Option 2 (Solo residential care package: Accommodation and Service). Each tender will be considered and evaluated separately with the intention to select the best proposal for the Young Person. II.2.4) Description of the procurement

Tender Option 1 seeks proposals from experienced and suitable organisations registered to deliver domiciliary care services for young people in order to provide a bespoke 24 hour supported a living service that is able to assist the Young Person living independently in his own home with support. A suitable property is currently being sourced by the Local Authority within the Conwy area. The Landlord will be the Local Authority and the Young Person's occupancy will be under a licence to occupy. The Service Provider will focus on delivering a highly bespoke trauma informed care and support, working as part of a multi-disciplinary group. The service will be person centred, utilising structured proactive approaches to help the Young Person reach his full potential and smooth transition into adulthood.

Tender Option 2 seeks proposals from experienced and suitable organisations to provide a solo residential care placement to be registered with the Care Inspectorate for Wales. The Provider is required to source accommodation within the Conwy area and deliver a tailored, outcome focused service in line with the Young Person’s needs to help him reach his goals and full potential. The Service required will be built on adopting proactive and therapeutic approaches in relation to the Young Person’s behaviour, working closely with other agencies e.g. BCUHB. As he reaches adulthood, intentions are to maintain the continuity of the Provider’s service under a less intense environment and provide support that enables a smooth transition into independent living.

Justification:

The specific requirements to provide a bespoke service relating to a young person aged 16 has given rise to an urgent need for the supply of specialist supported living service because of the circumstances which requires intense joint working across agencies in preparation for his release from the secure unit. A Prior Information Notice was issued, however there is insufficient time to comply with the standard procurement open procedure timescales for this procurement. Accordingly, Conwy County Borough Council is using the accelerated time limits permitted under the Public Contract Regulations 2015 (regulation [27(5) for the open procedure (under the Light Touch Regime) in respect of this procurement.

Q.3 Would a registered RNLD/ RMN that oversees the support be sufficient in meeting the requirement, and what is the expectation for how frequently they will need to be present within the provision?

The local manager will need to be experienced in using behavioural approaches (e.g. Positive Behaviour Support) in order to support the staff team effectively. In addition, BCUHB/CAMMHS will aim to provide specific clinical support and consultation to the Team in respect of therapeutic service delivery to the Young Person. It is not essential for the Provider’s manager to be a registered nurse, given that clinical support and consultation will be provided, however the Provider may wish to utilise a manager who may be nursing qualified as part of their tender proposal.
The frequency of the manager's presence in this service will need to be sufficient enough to be able to support the staffing team effectively and proactively liaising with the multidisciplinary group.
