Ex Post Scoping for the Rural Development Programme 2014-2020 in Wales

Description of the goods or services required

The Welsh Government requires a piece of scoping research in preparation for the ex post evaluation of the EU Rural Communities – Rural Development Programme (RDP) 2014-2020 in Wales which will take place in 2024.

We require the supplier to:

• Collate and map out the existing evidence base against its ability to answer the Common Evaluation Questions and identify data gaps or limitations that need to be addressed prior to the ex post evaluation

• Make recommendations on additional data sources that could support the ex post evaluation

• Conduct a value for money feasibility exercise

• Produce a narrative of the timeline of the delivery of the RDP in Wales.

• Produce recommendations on the methodology of the ex post evaluation.
