II.2.4) Description of the procurement
HEIW is seeking to engage the market to understand the technical solutions, delivery options and ideas that will inform a business case to determine the most appropriate method to replace the current Intrepid Trainee Database. Due to the nature of this engagement, there is no guarantee that a procurement exercise will be undertaken following this PIN. Future requirements will be dependent on the outcome of an internal business case and its approval. However, this is an excellent opportunity for suppliers to help inform that case and engage with HEIW to determine the most appropriate method to realising its ambition.
The current trainee information database system holds all training information for HEIW’s trainees, this data includes trainee contact and Active Directory Identity information; training programme and placement information; information on trainee rotations; course attendance and CPD, annual assessments, study leave, and study leave budget.
Trainees can access the solution from any location. It is therefore expected that the solution will be Cloud hosted – in line with Welsh Governments ‘Cloud First’ strategy. The solution should also be ready to integrate with the NHS Wales Active Directory for user login and account authentication and provide interoperability with multiple existing systems via API solutions.
Overall, the solution must support the input and reporting of trainee and trainer information. Following work with existing stakeholders, the scope to be considered within this PIN is:
- The suppliers approach to delivering both phases of the project in partnership with HEIW.
- Allow for a ‘single sign-on’ solution integrating with the NHS Wales Active Directory.
- A system that allows the capture and reporting on HEIW Trainees and Trainers, including:
- Profile information.
- Post, Placement, Programme, CPD and Assessment outcome information.
- Study and annual leave for trainees.
- Report on trainee locations and rotations to new locations.
- Administration functions for users that will manage data for these users.
- Integration ability with other systems using modern API methods - RESTful, Fast Healthcare Interoperability Resources (FHIR), Health Level Seven International (HL7) etc.
- National Cyber Security Centre (NCSC) cloud security guidance.
- To work with HEIW in an agile way to keep stakeholders informed of processes and change.
Indicative pricing will also be requested as part of this pre-market engagement. A summary of draft requirements will be sent to interested suppliers and it is intended to hold a Supplier Engagement event between 7th – 16th June 2023.
