II.2.4) Description of the procurement

The Extra Care scheme is a housing provision designed to offer a safe, private and secure environment with an on-site domiciliary care provision (the Service). Residents live in self-contained apartments with access to communal facilities, for example, a lounge, hairdressers, laundry, hobby room and library.

The Extra Care Facility in the Vale of Glamorgan is a 42-unit building. There are 25 two beds and 17 one bed units with a potential full occupancy of 67 people.

The majority of Residents will be 50 years of age and over and have varying care and support needs. The Services will be provided to Residents assessed as eligible for Care and Support at home by the Council’s Adult Social Services.

Any future agreement will be in the form of a Contract and will operate for a period of five (5) years, with the option to extend for up to an additional two (2) years

4) In relation to TUPE, can we please confirm what the current sick pay staff receive is?

Hafod colleagues receive SSP for 28 days/4 weeks. Four weeks plus up to 28 weeks, enhanced (double) SSP is paid (pro rata for part time)

Second generation TUPE colleagues receive the following:

Service Sick Pay Entitlement
During first year of service , having completed Probation Period 1 month full pay and 2 months half pay
During second year of service 2 months full pay and 2 months half pay
After 2 years of service 3 months full pay and 3 months half pay



5) Some of the employees in the TUPE information have 'Statutory pay 2+ years service - 3 months notice', can the council please confirm what this means? Thank you.

‘2+ years service - 3 months’ - This refers to the Redundancy Notice Period Entitlement for second generation TUPE Colleagues i.e. 3 months notice for those with 2 plus years service.

Q: Current level of unplanned provision?
A: Average will be around 15-20 calls weekly. Please note this is average, but there are days when we can have 10 calls to assist, it really depends on day and tenants’ circumstances. This is to either assist with emergency or lifeline was pulled by mistake by client. Many unplanned calls are not emergency related, there could be as tenants ( both with care and without care package) have some questions or queries. However, they are also responses to emergencies or falls.
