Conwy County Borough Council is seeking tenders from suitably qualified consultants for the task of developing a Culture Strategy which will provide a framework for cultural development and growth across the county for the next 10 years.

This work to include:

-A detailed review of the current state of creative and cultural assets and service delivery in Conwy. To include buildings / facilities, skills and capacity, cultural events and programming and funding.

-SWOT and PESTLE analysis

-Evidence the impact of Culture on health and wellbeing, educational attainment, business and income generation and how working strategically these benefits can be maximised

-Ensure the strategy links to and supports the relevant outcomes and actions in Conwy’s Corporate Plan

-A Cultural Infrastructure Plan to support and safeguard cultural places and spaces

-Consider Conwy’s regional, national and international role, aiming to enhance visitor experience and reputation as a cultural destination

-Demonstrate how culture can contribute to the strategic aim of developing Conwy as a year-round visitor destination

-Identify how this strategy will be embedded and delivered – with a detailed short, medium and long term action plan which identifies roles and responsibilities, linkages with relevant national and local strategies, policies, development/regeneration plans and place plans, priority projects and objectives, key partners, measures and funding packages

-Present relevant and applicable learning from detailed case studies

-‘Spotlight’ on areas of strategic significance (Colwyn Bay, Conwy, Llandudno and Llanrwst), detailing how these areas can strengthen their identity and proposition

-Outline how the cultural sector can support and drive economic growth (supporting SME’s, employability and attracting inward investment)

-Develop / strengthen partnerships links with third sector and public sector groups i.e National Trust, Cadw, Church in Wales, Royal Commission, and historic site owners

-Identify links community development programmes and physical regeneration schemes. Exploring how through cultural engagement sense of belonging and community pride can be increased

-Community engagement and consultation to inform and guide strategy development

-Production of a delivery plan for implementation of the Strategy

-Identify funding packages that can be accessed to deliver identified projects

Extra Question and Answer
Question: In regard to Section 10 of the document: Open Non-OJEU Services - Invitation to Tender - Conwy Culture Strategy - There are yes/no answers to questions relating to being an employer: 10.1, 10.2 etc. We are bidding as a consortium of four freelance consultants. None of us would employ each other, none of us employs anyone else. We are each self-employed. So whilst we operate within Equal Opportunities, we do not have a policy.
Likewise question 10.7 We would not have monitored or promoted Equal Opportunities so would not be able to provide evidence of having done so.

I can see in your document with evaluation criteria Open Non-OJEU Services - Instructions -Culture Strategy it says section 10 “will be risk assessed” But can you confirm whether ticking ’no’ to any of these questions mean the tender would not be considered because it would have a “technical fail”? Are we able to respond “Not Applicable” to these questions?

Answer: Thank you for your questions. All answers to the questions / sections of the Invitation to Tender (ITT) should include an explanation to clarify the position of each of the supplier(s) / consortium. With the “Risk Assessed” sections of the ITT any answer given needs to be clarified either with a copy of the appropriate policy of each supplier if asked, or an explanation / statement for each supplier of their answer. Each ITT is evaluated and risk assessed based on the information given therefore selecting “No” does not automatically exclude the supplier(s) / consortium.
