Health Education and Improvement Wales has reviewed the Health Professional and Training within Wales, in doing so they have considered the breadth and configuration of education provision required across Wales to deliver the Health and care workforce of the future in response to ‘A Healthier Wales’. Strategic objectives have been reviewed in order to add significant value to the new contracts. This final engagement event will be an opportunity for HEIW and NWSSP to present the final strategy for education provision.

Current providers/potential bidders should note that this engagement event together with any other soft market sounding in relation this proposed procurement, may not necessarily lead to a formal procurement and/or award of any contracts. Further, that any information provided by current providers/potential bidders during this engagement event, may be used by NWSSP and HEIW to help to scope the proposed procurement/services and may also be shared widely with other current providers/potential bidders. Accordingly, current providers/potential bidders are advised not to share any confidential information and/or information they would not wish to be shared more widely NWSSP/HEIW accepts no liability for any costs incurred by current providers/potential bidders as a result of attending the engagement event.

In line with the Public Contracts Regulations 2015 NWSSP Procurement Services and HEIW will run the Final Market Engagement Events at a series of locations around Wales throughout March 2020 as part of the stakeholder roadshow.

North Wales – Tuesday 17th March 2020 – Venue Cymru, Llandudno, LL30 1BB.

South Wales – Friday 20th March 2020 – Life Sciences Hub, Cardiff, CF10 4PL.

West Wales – Wednesday 25th March 2020 – National Botanic Gardens, Carmarthen, SA32 8HN.

All events will be held from 10:00am - 13:30pm, with registration from 09:30am. Lunch and refreshments will be provided.

NWSSP Procurement Services and HEIW will present the final strategy for education provision to be included in the new contracts to potential interested bidders. It is intended that all lots will be detailed at the event and within the future OJEU advert.

NWSSP Procurement Services will also be available to further advise potential interested bidders on the tendering process.

Important Update Regarding - Pre Market Engagement Events - March 2020
Due to the current COVID-19 situation HEIW & NWSSP have deemed it prudent to postpone the Final Market Engagement Events that were due to take place at the following venues:

• North Wales – Tuesday 17th March 2020 – Venue Cymru, Llandudno, LL30 1BB.
• South Wales – Friday 20th March 2020 – Life Sciences Hub, Cardiff, CF10 4PL.

Revised Procurement Timeline
Due to the COVID- 19 pandemic, Health Education and Improvement Wales (HEIW) considers it prudent to delay the start date for the Invitation to Tender (ITT) stage for the Health Professional Education proposed procurement exercise.

Whilst September 2022 remains the preferred start date for students, commencing their education under the new contracts; the ITT stage has been delayed. The delay will allow Education Providers, who are currently utilising their expertise to support both service and students across health and social care, the necessary time to give their full attention to the needs that have arisen due to the pandemic.

The current and revised indicative timetable for the ITT stage is set out below:

OJEU Notice to trigger procurement – original timeframe May 2020, proposed revised timeframe October 2020
Bid submission – original timeframe July 2020, proposed revised timeframe late December 2020
Contract commencement – original timeframe August 2021, proposed revised timeframe August 2021
New education programmes commence – original timeframe September 2022, proposed revised timeframe September 2022

Please Note: the timescales contained may change as the pandemic position develops. HEIW will of course remain flexible and reasonable in terms of expectations and demands during this very uncertain period.

HEIW would be grateful if you could advise of any foreseeable issues, due to the pandemic, in your organisations ability to complete a tender submission(s) during the above detailed timelines.

Proposed Transitional arrangements

By way of an update, HEIW wish to inform the marketplace of its proposals in relation to the so called “Transitional Arrangements”. That is, when the new proposed contracts commence it is recognised that there will be number of students who are part way through their current programmes/courses with HEIW’s existing providers. So as to minimise any disruption to the existing students’ studies, HEIW is proposing that existing students who are currently in a training programme with an existing education provider, as at the start date of the proposed new contracts, will continue in their current training programme and with their existing education provider. Further that the new proposed contracts will apply to new students who are enrolling onto programmes/courses which fall within scope of the proposed new contracts . Put simply, there will be an expectation that the successful providers will only teach year 1 students during the academic year 2022/23 (i.e. during the first year of the new contracts).
