Abstract
Glyndwr University on behalf of the local Civic Leadership Group (CLG) is seeking to procure a contract for Development of a new brand and marketing campaign for Wrexham, North Wales which includes the following:
Delivery of a new brand and associated assets for Wrexham, following consultation with key stakeholders
The design and delivery of a 6-month marketing campaign promoting the brand.
To provide a complete set of documentation including, Brand guidelines, Campaign plan and a Suggested Forward plan beyond the 6 month campaign
To provide regular updates to the Civic Leadership group
The rollout of new brand to communications teams of CLG organisations and to a full range of businesses across Wrexham to maximise engagement with and promotion of the new brand.

Total quantity or scope of tender
The budget for this contract is £70,000 inclusive of VAT. This is the budget allocated to this Contract as funded by the Welsh Government, Wrexham County Borough Council, Wrexham Glyndwr University and Coleg Cambria. £50K (inclusive of VAT) of this budget is for the delivery of the brand and associated assets. The remaining £20K (inclusive of VAT) is to be spent, by the winning bidder, on a 6 month campaign.
It's anticipated the contract will commence on the 29th June 2021 and the Phase 1 (delivery of brand, associated assets and campaign plan)will need to be completed by 23rd August 2021.
It's anticipated that Phase 2,(6 month campaign) will begin no later than 24th August 2021 with completion no later than 24th February 2022.

Minimum standards and qualification required
Relevant Experience and Contract Examples provided should be for a development of a new brand and marketing campaign that is specific to place marketing and branding that has been commenced after 29th April 2018 and completed within the last 3 years. i.e. before 29th April 2021.
This is a pass / fail section and bidders must demonstrate that they have up to 3 contract examples of place marketing and branding within above mentioned 3 year period.

Additional Information
Please note as part of the tender submission, bidders will be required to develop initial digital creative concepts for the brand and innovative ideas and describe how you would approach the creative development of visuals and brand assets. The response must cover the following points:
Design approach to place branding design
Dual language (English and Welsh)
Digital – first approach
Mobile- first approach
Client consultation and sign off during design process stages
There will also be a requirement for invited/ short-listed bidders to to deliver a presentation of their concept designs and delivery approach of the contract to the Evaluation Team during w/c 7th June 2021.

Revised ITT document in relation to Question 20.2 amendment
Further to receiving bidder feedback, we have taken onboard the comments received regarding Question 20.2 and the need to provide initial digital concepts designs as part of the ITT response.
Question 20.2 has now been amended to the following;
Please describe how you would approach the creative development of visuals and brand assets, drawing on creative examples from previous projects you have delivered. If you wish to submit designs specifically created for this project, you may do so, but providing these is not essential. You should also address how you develop innovative, impactful campaigns based on the brand you develop. The response must cover the following points: Design approach to place branding design Dual language (English and Welsh) Digital – first approach Mobile- first approach Client consultation and sign off during design process stages
