Abstract

The Black Mountains Land Use Partnership (the Partnership), by way of the Brecon Beacons National Park Authority, has been awarded a Sustainable Management Scheme grant as part of Welsh Government Rural Communities-Rural Development Programme 2014-2020, which is funded by the Welsh Government and the European Union. This award allows the Partnership to implement a series of landscape-scale projects focused on three key themes: bracken management, peatland management and visitor management. Each theme has multiple project elements associated with it. These elements are outlined in Section 4 below. The Partnership wishes to appoint a suitably qualified and experienced contractor or contractors to build on work already completed by the Partnership to agree a set of measurable indicators, track outputs and outcomes and evaluate the success of individual projects as well as the impact of the scheme as a whole. The successful consultant(s) will also work with partners to establish baseline data for the scheme, pulling together existing information and ideas into a robust and practicable system to collect and manage this information. This system will be used to track progress, impact and learning throughout the three year delivery period of the programme. Evaluation of impact should include aspects of economic and social impact where feasible as well as ecological change. Information from this system will then be used to generate quarterly and annual reports to assist Partners in adaptively managing projects and to satisfy Welsh Government reporting requirements. A final report will be produced for reporting purposes and for public outreach and dissemination externally.

Total quantity or scope of tender

The ecological and programme monitoring and evaluation contract will include:

• A set of indicators to track the outputs and outcomes of individual projects as well as the overall programme. These will include and build on indicators previously agreed with Welsh Government as part of the delivery profile. It is important that this system aids the Partnership in managing and adjusting projects to optimise strategic outcomes;

• A set of quantitative and qualitative methods to track these indicators and guidance notes to be used by project leads and others involved in the monitoring process;

• Simple monitoring and reporting formats and timetables for projects;

• An information management system which will allow the Project Management Team in collaboration with contractors to collate data and analyse findings to determine overall impact. This system should make allowance for and include the use of case studies or stories of change, as well as external data sources that may exist;

• Monitoring and evaluation of the delivery phase of the Partnership’s SMS projects;

• Generation of quarterly reports, annual reports and a final report which will assist Partners in managing projects, inform funders of programme progress and facilitate communication with other interested parties who may learn from the successes and challenges encountered as part of this set of projects; and

• Advising on a sustainable legacy strategy for the scheme.

This contract will involve working closely with the Project Administrator, Project Board and other members of the Partnership, building on their strong understanding of the projects, experience of monitoring and evaluation and ideas for what will and will not work. It is important that the system developed is realistic in its scope and resource requirements, and is owned by the Black Mountains Land Use Partnership. Direct engagement with this system will facilitate its use in future years by Partners beyond the scope of the current grant award. While contractors will monitor and evaluate aspects of the Partnership programme, Partners will collect data and information where appropriate, particularly ecological data, and feed this into the monitoring and evaluation system.

To be successful, tenders should detail the proposed methodology for achieving these tasks and any other steps they deem necessary to deliver a robust ecological and programme monitoring and evaluation system.

3 Conditions for Participation

3.1

Minimum standards and qualification required

• Contractors should carefully describe their approach.

• The Authority will be pleased to receive tender submissions which include local expertise, knowledge and experience.

• The tender should be structured as detailed below:

o the experience of the company in undertaking this type of work;

o the team members proposed (including any sub-contractors to be used), their qualifications, experience and a detailed breakdown of their role in the project;

o what data and other resources are available to you upon which to base the strategy;

o the approach which you propose to adopt in carrying out the work;

o an indicative timeline for carrying out the proposed works;

o a detailed breakdown of costs showing the number of days and daily rate of each team member, transport costs, meeting costs, copyright fees and production of all paperwork for each phase of the work;

o evidence that contractors adhere to Living Wage provision;

o any costs which are excluded from the tender;

o evidence of risk management procedures where applicable;

o at least two references for similar work.

• Documentation to accompany the tender:

o Public liability insurance certificate to cover a minimum of £5million;

o Professional liability insurance certificate to cover a minimum of £1million;

o Form of contract (attached at the end of this tender);

o Completed and signed ‘Freedom of Information Act Notice’.
