Conwy County Borough Council wishes to procure services under the Light Touch Regime of the Public Contract Regulations 2015 to provide supported living services for people with learning and/or physical disabilities in the Colwyn Bay and Old Colwyn area. The procurement is divided into three separate Lots with plans to undertake the second stage (Invitation to Tender) separately in respect of each of the Lots, phased over the period of the next 12 months.

II.2.4) Description of the procurement
Conwy County Borough Council is looking for expressions of interests from suitable and experienced Service Providers who are able to deliver flexible, person centred and outcome focused supported living services in the Colwyn Bay (East) area. The procurement for this Lot is anticipated to be completed between January and May 2020. This Lot comprises of currently four adapted properties supporting 18 individuals with a range of support needs with potential to increase services within the immediate vicinity of this area during the contract term. Existing services within the properties are currently delivered by four different Service Providers under separate contracting arrangements, including Local Authority In-House. As part of the procurement, one contract will be issued to one Service Provider (or a consortium) for a duration of seven years and with an option to extend for a further three year period.

The procurement for this Lot is anticipated to be completed between September 2020 and January 2021. The procurement comprises of a minimum one property with capacity for 7 individuals living in a shared setting with potential to increase services within the immediate vicinity of this area during the contract term. The service is currently delivered by an existing independent Service Provider. This Lot may potentially also include a second property with capacity for 3 individuals living together in a shared setting (currently supported by Local Authority in-house services), to be further determined prior to the second stage. As part of the procurement, one contract will be issued to one Service Provider (or a consortium) for a duration of seven years and with an option to extend for a further three year period.
