The previous Main Contractor ceased trading on the 20th October 2022 and has become insolvent. Bidders are instructed to visit the site to establish the extent of the works completed so far, to determine the duration of the remaining works required to achieve practical completion and programme accordingly. Access arrangements can be made by contacting the Temporary Site Manager on 07849 309091.

Justification:
On 11 February 2022, the Vale of Glamorgan Council entered into a works contract for the construction of 53 new homes at Hayeswood Road, Barry.
The Contract was awarded following a regulated procurement procedure carried out in accordance with the requirements of the Public Contracts Regulations 2015.
The previous Main Contractor ceased trading on the 20th October 2022 and has subsequently become insolvent. Due to the economic and environmental timescale risks now affecting the success of the build programme, the Council has to rely upon the open accelerated process in order to appoint a managing contractor to co-ordinate the works on site.

The Services must ensure that the scheme will meet Welsh Government requirements as its benchmark standard and include Welsh Development Quality Requirements 2021 (“WDQR 2021”), Lifetime Homes, Secure By Design Gold Standard, the Building Regulations 2015 for Wales and achieve an EPC “A” rating.
