Abstract

Caru Coed Y Brenin (CCyB)is a Community Benefit Society set up with the following aims: • To maintain and increase access to green spaces for exercise and recreation for locals and visitors. • To make Coed Y Brenin and the visitor centre economically sustainable. • To protect the local and global environment through sustainable development of Coed Y Brenin and associated facilities. • To protect local jobs and enterprises and keep the economic benefit of the centre local. • To protect the culture and language of the area. CCyB have been successful in securing funding to carry out a study into the feasibility of running the visitor centre, car park and associated trails at Coed Y Brenin Mountain Bike Trail Centre. Coed Y Brenin is the original mountain bike trail centre which has evolved from humble beginnings in the 1990’s to become a major destination. Natural Resources Wales currently manage the centre and trails but pressures on their budgets mean that they are looking for alternative options for delivery. Caru Coed y Brenin are seeking to appoint a contractor to carry out a feasibility study that will inform its future decisions. It’s primary objective would be to ascertain whether a community managed enterprise could adopt the running of the centre in a way that was economically viable and able to deliver benefits locally, while securing a more secure long term future for the centre. If the outcome is positive, the study would form the foundation for the creation of a business plan which would be presented to the Welsh Government and Natural Resources Wales. We want to gain an understanding of the liabilities such an arrangement would face in terms of employment, the buildings and provision of services. It is envisaged that such a study would include a review of the current model, financial forecasts, an investigation of different models of ownership, management, provision of the services and make recommendations to CCyB on the best way forward. The data needed to carry out the work will be provided by NRW on the signing of an NDA document. This will include the P&L figures for the centre for a minimum of 3 years, the costs incurred by NRW and any income streams. We wish for the study to be presented to the committee of CCyB initially with any changes and revisions be made as necessary before being presented to the public at a meeting.
