Abstract

Caerphilly County Borough Council requires as part of their on-going programme for improving service delivery, the Provision of Window Cleaning and associated cleans at Penallta House, Tredomen Park. -Additional requirements/sites maybe added to the contract. This may include additional / one off cleaning at Penallta House, or for a separate Council establishment. A quotation for the works shall be requested at the time. -The award of the contract shall be to one provider, who can undertake all aspects of the requirement, where cleaning of windows will take place periodically as per the specification. However the frequency of cleans may change over the period of the arrangement. -The extent of the contract is for the external and part internal cleaning of windows at Penallta House as per the attached specification. . -All water cleaning appliances and hoses shall have an automatic shut off mechanism. These shut off mechanisms must be serviced regularly to ensure they are working effectively. If water is obtained from a hydrant the standpipe must not leak nor should any other point of connecting to a potable supply. If utilizing a pressure washer this must be kept to a minimum to reduce excess use of water. Please state method of clean within your tender response. -All window cleaning shall take place on weekends, which must be confirmed in writing at least four weeks prior to the window clean and agreed by the relevant officer. -The provider must be able to provide all the above stated cleans. These may be scheduled over more than one weekend (to be agreed with the Authority). - Contractor must provide his own materials and suitable plant and equipment conforming to all appropriate Health and Safety Standards and be adequately maintained. Providers shall state within their tender response all the equipment they shall be utilising. -All staff used on this contract must be fully trained and competent to undertake such work. -Cleaning of windows must be in accordance with the above working arrangement and include all site buildings

Title

Description of the goods or services required

Most Economically Advantageous Tender in terms of the following Criteria

Price 100%

The tenderer that submits the lowest cost bid to specification will be awarded the full 100%. All other bids will then be weighted against the lowest bid.

The contract will be for a period of 2 years from 01 July 2019 to 30 June 2021 with the option to extend for a further period of up to 24 months.

Additional Information

As part of the process, the tender will be undertaken utilising Caerphilly CBC's Proactis Portal e-tendering system.

Therefore, companies are invited to follow the directions below to register on the system:

1. Log in to the Proactis Portal E-tendering system at https://www.proactisplaza.com

2. Click the "Sign Up" button.

3. Enter your details such as Organisation Name, Details and Primary Contact Details.

4. Please make a note of the Organisation ID and Login Name, then click Register.

5. You may then receive an email from the system asking you to Click here to activate your account. This takes you to Enter Organisation Details. Or you may be redirected straight to your account home page, depending on your browser.

6. Please enter the information requested, click Next and follow the instructions ensuring that you enter all applicable details.

7. In the Enter Product Classification screen please ensure that you select the Product Classification Codes (CPV Codes)that appear in the tender notice.

8. Accept the Terms and Conditions and then click Next. This takes you in to the Welcome window.

9. In the Welcome window please enter your Organisation name, Organisation ID and User Name (User ID). You now need to create your unique password. Please ensure that you make a note of this along with the other information already recorded.

10. Now click Done and you will enter the Supplier Home page.

11. From the Home Page, go to the “Opportunities” area, where you can search for this Opportunity. Click on the "Show Me Arrow" of the relevant opportunity and then click to register your interest on the relevant button.

Site Visit Arrangments
Dear Sir / Madam

A site visit has been arranged for Tuesday 28th May 2019 at 10:00am with the client department to give an overview of the requirements of this tender.

The site visit will be at Ty Penallta, Tredomen Park, Ystrad Mynach, CF82 7PG.

Due to limited spaces a maximum of 2 officers per company can attend.
