Pursuant to Regulation 40 of the Public Contracts Regulations 2015 (“the PCR 2015”), Caerphilly County Borough Council (CCBC) is seeking to conduct preliminary market consultation before commencing the procurement procedure of the All Wales Food and Drink Services Framework (“the Contract”).
The overall objective of this consultation exercise is to understand the current capacity of the market to provide:
- Sustainable food and drink packaging options; and
- Food waste prevention and reduction strategies.
The Welsh Government’s Beyond Recycling Strategy recognises the potential for public procurement to support the development of a more circular economy in Wales, by:
- Making more efficient use of our food and eradicating avoidable food waste;
- Phasing out avoidable single-use plastics;
- Prioritising reusable products or products with high recycled content.
CCBC is gathering ideas and information in relation to the approach to the procurement process. We intend to use information gathered via this soft market testing exercise here to help understand the capacity, maturity and potential that exists within the supply chain, to offer sustainable food and drink services in Wales. Supplier feedback will also be used to inform the development of the All Wales Food and Drink Service Framework specifications.
