II.2.4) Description of the procurement
The procurement will be conducted using the competitive procedure with negotiation pursuant to Regulation 29 of the PCR 2015.
Swansea Council will undertake a tender procedure to secure an agent for the provision and management of a bicycle hire scheme. Swansea Council will provide capital funding contribution and licensed areas of land to support the project. But the tenderer will be expected to assume the revenue and management liabilities for the project. The tenderer will be expected to assume all ongoing revenue costs.
Contract duration - 5 years (with an option to extend for a further 2 years).
Membership and single hire options required.
Must operate 365 days a year.
Must have a daily rebalancing of the bikes within the scheme.
Regular maintenance regime.
Must demonstrate how the bikes will be parked in an orderly fashion, and not cause nuisance or obstruction to the public realm.
Must support first and last mile mobility.
Provision of e-bike or future e-scooter options preferable.
To be integrated with the Swansea Bayways campaign to promote the greater use of active travel within the City & County area.
