Abstract

The Blue Badge Scheme provides parking concessions for people who have severe challenges to their mobility to enable them to access services and facilities. In April 2019, the Equality, Local Government and Communities Committee of the National Assembly for Wales issued a call for evidence on the Blue Badge scheme in Wales. The Committee published a report in July 2019 following their Inquiry and recommended that the Welsh Government undertakes a review of the eligibility criteria for a blue badge. The scope of this research contract is to: • Review the current eligibility criteria for a blue badge, and in so doing, consider whether the eligibility criteria should be widened. • Review the robustness of the assessment processes employed by local authorities. The contract duration is 6 months. For information purposes the potential value of the Contract is estimated to be £25,000 - £30,000 excluding VAT. The value of the Contract inclusive of VAT is estimated to be £30,000 - £36,000.
