Welsh Government Optimised Retrofit Project (Wales)

The Optimised Retrofit Project (ORP) is a collaboration of 68 partners, including 26 social housing providers that has been awarded funding by Welsh Government and will initially see more than 1,700 homes across Wales become more energy efficient. This is achieved through a combination of building fabric improvements, low and zero-carbon technologies (such as solar panels, battery storage and heat pumps), and intelligent ongoing operational controls.

The Welsh Government has already committed a further £50million to decarbonising homes across Wales in this financial year – and all homes across Wales and the UK will need to be retrofitted to be zero carbon by 2050. 

This Dynamic Purchasing System (DPS) framework has been developed to provide a procurement solution for local authorities, social landlords and other public sector bodies to source specialist suppliers who can undertake retrofit works to make homes and public buildings more energy efficient. The Welsh Government is also looking to use this DPS for other related works.

Access to and general timescales for launch of DPS Framework

The whole of the DPS Framework is expected to be live by end March 2022. The DPS is operated by CHIC.
If you would like to apply to a CHIC DPS you will first need to register on the Delta eSourcing platform at Register | Delta eSourcing | Procurement | Tender Management (delta-esourcing.com)

Once registered you can submit a Request To Participate via the following links, which will take you to the relevant DPS where you can complete the online selection questionnaire, including selection of the required categories and provision of references. If you are not successful, you can reapply when you have the requirements needed to get on the DPS.
