The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Swansea Bay University Local Health Board in connection with an open competitive dialogue tender process for the provision of Renal Dialysis Services in East and West Swansea and In Centre Equipment and Consumables.

There is also a future lot option within the contract for the provision of renal dialysis services in Llandrindod Wells.

II.2.1) Title

Provision of Renal Satellite Dialysis Units in West and East Swansea and In-Centre Equipment and Consumables

II.2.4) Description of the procurement

Swansea Bay University Local Health Board are seeking to appoint a supplier to provide chronic haemodialysis services for established renal failure patients requiring renal replacement therapy and who are not suitable or able to undertake alternative dialysis therapy or are awaiting transplantation.

The Health Board requires two new dialysis units within East Swansea as follows;

1. 21 station dialysis unit facility for Neath Port Talbot Hospital. This must be within a 1.5 mile radius of Neath Port Talbot Hospital if located off site.

2. 21 station dialysis unit facility for Princess of Wales (POW) Hospital site, Bridgend. This could be based within a space in POW or within a 1.5 mile radius of POW.

The requirement is also to assume responsibility for 3 established dialysis unit facilities as follows;

3. 30 station dialysis unit facility in Glangwili Hospital, Carmarthen

4. 21 station dialysis unit facility in the Withybush Hospital site, Haverfordwest

5. 12 station dialysis facility Padarn Surgery Site, Aberystwyth

In addition, the Health Board requires in centre equipment and consumables for haemodialysis patients based at Morriston Hospital. This includes chronic haemodialysis machines, portable Reverse Osmosis machines, dialysis chairs and dialysis consumables.

The University Hospitals of Birmingham NHS Foundation Trust are currently contracted to provide haemodialysis services for Welsh patients in the Llandrindod Wells area. Should this Procurement be awarded, there may be a potential for future consideration to include renal dialysis services at Llandrindod Wells under the established contract.

As a consequence this second lot has been included as a potential option to provide, fit out and operate a suitable satellite unit for Llandrindod Wells at some stage within the contract term. Please note that this is an option and not a guaranteed requirement.

Precise information on deadline(s) for review procedures:

NHS Wales Shared Services Partnership on behalf of Cardiff and Vale University Local Health Board will allow a minimum 10 calendar day standstill period between notifying the award decision and awarding the contract.

Unsuccessful tenderers and applicants are entitled to receive reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the tenderer/applicant was unsuccessful. Should additional information be required it should be requested of the addressee in section I.1. Aggrieved parties who have been harmed or are at risk of harm by breach of the procurement rules have the right to take action in the High Court (England and Wales).
