Total quantity or scope of tender

Tenders will be subject to the JCLI Landscape Works and Landscape Maintenance Works (period of 36 months after planting) Contracts.

The proposal is to make key enhancements to the existing lakeside and pit wheel car park, including new car parking areas and changes to social areas at the lakeside. These enhancements will allow visitors to enjoy more of the picturesque scenery whilst being able to relax.

The project will enhance and compliment the facilities already on offer at Cwmcarn Forest and facilitate wider use of this unique tourist destination.

The Council’s Destination & Events Team (the Client/Employer) requires input and delivery from an appropriate experienced company to construct a new section of the pit wheel car park. The purpose of the new section is to provide more parking for visitors

The new sections of the car park have to respect the environmental quality of the site, including both biodiversity and landscape qualities. It is crucial therefore that the contractor is able to limit any impact the works might have on the important natural heritage features and landscape qualities of the site.

Indicative Delivery Works timeframe:

- Pre-contract meeting May 2021.

- Prestart meeting June 2021.

- Start of construction June 2021.

- Contract period on site 12 weeks for hardworks, 2-3 weeks soft works.

- With completion of hard works as above, seeding, shrub planting and tree planting works to be completed by 15th December 2021.

- Landscape maintenance works from practical completion of softworks until the end of the 36 months soft planting maintenance period.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Bidders will be required to submit a method statement detailing how they will assist the Council in achieving its objectives with regard to the Wellbeing of Future Generations (Wales) Act 2015, this will include community benefits such as local supply chains, community initiatives etc.

Relates to the following project/programme financed by EU Community Funds: The Employer has secured ERDF Structural Funds from the West Wales and the Valleys 2014-2020 Operational Programme and Welsh Government Target Match Funding (TMF). Part of these funds will be allocated to the implementation of the Lakeside and Pit Wheel enhancements.

The buyer considers that this contract is suitable for consortia bidding.
