II.2.4) Description of the procurement
The NWEAB seeks to appoint a long-term partner to support the Portfolio Management Office with a number of business cases over the next 5 years, with the project business cases expected to be delivered over the next 12-36 months.
Work Packages
The exact level of support required will vary depending on the project; however, the type of support expected will broadly fall into 3 categories.
1. Annual Updates of existing Portfolio and Programme Business Cases
- Updating economic cases based on latest project information;
- Reviewing updated content from other cases created by the Portfolio Management Office;
- The Annual update of the Portfolio and Programme Business Case(s) will need to be carried out during the Summer months ready for submission to Governments during September. The 2021 update will need to be completed immediately following the appointment during July/August 2021.
2. Review/critique of business cases submitted by partners to the Portfolio Management Office
- Review of project business cases submitted and production of recommendations for Portfolio Management Office to consider.
- Training/upskilling of Portfolio Management Office to undertake own reviews.
3. Support the Portfolio Management Office to develop project business cases
- Provide advice and guidance to the Portfolio Management Office on the development of the business cases;
- Facilitating workshops as per the Better Business Case guidance;
- Development of economic, commercial and financial cases;
- Review and critique of other cases developed by the Portfolio Management Office.
