Social Value and TOMS (Themes, Outcomes and Measures) will be used for this contract.
In Wales, the term social value is in effect defined through the Wellbeing of Future Generations Act (Wales) 2015. The Wellbeing Act requires public bodies in Wales to think about the long-term impact of their decisions, to work better with people, communities and each other and to prevent persistent problems such as poverty, health inequalities and climate change. In England, the equivalent legislation is the Public Services (Social Value) Act 2012.
The Welsh Local Government Association (WLGA) and the Social Value Taskforce for Wales has developed a framework to measure Social Value in Welsh Public Sector contracts. This framework, known as the National TOMs Wales, is being used for this Framework.
