II.2.4) Description of the procurement

The Capital Estates and Facilities Team at Cardiff and Vale University Health Board propose to implement an Energy Monitoring and Targeting System with associated resources and intends to appoint Enica Ltd with the following justification:

1. The existing metering within the Health Board currently has the Enica logging systems on site and compatability is essential.

2. Enica has specific site knowledge and experience of all Cardiff and Vale University Health Board engineering systems and infrastructure.

3. Encia is fully conversant and experienced with the ESight, Systems Link, Teams, Stark, Optima and Watercore Databases within the Health Board

4. Enica are fully conversant with Health Board policies, protocols and procedures.

5. Enica are local to the Health Board within 30 minutes travelling time which is essential and are able to react to Emergency call outs and attendances of sub 1 hour.
