Delivery of Early Years Placements in Ringland and Lliswerry in the Non-Maintained Sector in Newport

Description of the goods or services required

Newport City Council (the Council) offers every child who is a resident within the city (whose parent want it) a free early years education place within an approved education setting in the term following their third birthday. These places are offered in Local Authority (maintained) schools, or by Registered Education Providers, also called Non-Maintained Settings (NMS).

The Council has established an approved list of registered education providers for the provision of early year’s education (pre-school) places within Newport but now specifically requires providers in the areas of Lliswerry and Ringland to meet demand. The Council therefore invites providers operating in these areas to be appointed to the list through a compliant accreditation process.

Non-maintained settings can be English or Welsh medium in Ringland and Welsh medium in Lliswerry that provide nursery education places which follow the Foundation Phase curriculum.

Appointment to the approved list for the areas of Lliswerry and Ringland will be for a two year period with an option to extend for one year. It should be noted that the extension will only be given subject to satisfactory review of all providers appointed.

Suppliers Instructions How to Express Interest in this ITT:

1. Register your company on the etenderwales portal (this is only required once)

- Browse to the eSourcing Portal: https://etenderwales.bravosolution.co.uk

- Click the “Suppliers register here” link

- Agree to the terms and conditions and click “continue”

- Enter your correct business and user details

- Note the username you chose and click “Save” when complete

- You will shortly receive an email with your unique password (please keep this secure)

2. Express an Interest in the Project

- Login to the portal with the username/password

- Click the “ITTs Open to All Suppliers” link. (These are Invitation to Tenders open to any registered supplier)

- Click on the relevant ITT (itt_91964 available from 12th January 2022) to access the content.

- Click the “Express Interest” button in the “Actions” box on the page.

- This will move the ITT into your “My ITTs” page. (This is a secure area reserved for your projects only)

- Click on the ITT code to access the content

3. Responding to the tender

- You can now choose to “Create Response” or “Decline to Respond” (please give a reason if declining)

- You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification

- Note the deadline for completion, then follow the onscreen instructions to complete the ITT
