Conwy County Borough Council is seeking a suitably qualified consultant(s) to undertake preparation of “A 10 Year Development Plan” for Llandudno that will lead the continuing and sustainable regeneration of the area to 2032 and beyond.

Total quantity or scope of tender
The consultant(s) is required to produce an inspirational bespoke development plan that will shape and influence regeneration and investment activity in Llandudno for the next 10 years and support further community consultation and funding applications.
The development plan will need to challenge existing views and persuade people to raise their aspirations for the town. The plan needs imaginative design, but also needs a thorough economic grounding based on broad costings, outputs and a deliverable action plan.
In order for this to happen, it is essential the development plan is developed in collaboration with key stakeholders with consultation and sustainability appraisals carried out by the consultants at all stages of the commission.
This commission will have a distinct three stage process:
- Stage 1 – Develop and provide a long term evidence based vision for the future of Llandudno.
- Stage 2 – Development Plan Framework
- Stage 3 – Delivery Plan

Questions and Answers
Qu.1)We note from the Specification that there is a programme for this work of 6 weeks. Given this programme pushes into the Easter Break and requires significant levels of public engagement, it is extremely challenging to deliver a transformation and justified vision within these timescales. We were therefore wondering if there is any room for manoeuvre in this programme or how the work is procured (i.e. can we bring forward invoices within the 6 weeks and complete the work beyond this)? Ans.1) We have received clarification that we have some flexibility beyond the date specified. We will work with successful consultants to ensure the project is delivered timely and for the best results for all involved.
Qu.2) Is any work underway in relation to a possible pipeline of projects to inform the vision, and their associated funding streams? This is important to understand how we can frame the vision. Ans.2)A workshop was held in November 2021 which identified the top 3 priority projects for Llandudno. These are currently being developed further to get them to a position where they are ready to apply for funding. A full report from the workshop is available and this will be shared with successful consultants.
