HR and CRM Procurement Support Contract

Description of the goods or services required

The National Library of Wales is inviting tenders from qualified and experienced providers to provide the organisation with a first class vendor-neutral Procurement Consultancy Service for a period of 3-4 months to help run a lightweight RFI, prepare a tender specification and run an ITT on behalf of the Library in relation to:

* A new cloud-based Library HRM integrated system to cover Human Resources, Flexi Time and Performance Management

* A new cloud-based Library Customer Relationship Management System that is fully integrated with other Library communication channels and systems

Total quantity or scope of tender

The successful applicant will work closely with key personnel staff from the Library in understanding what the market has to offer, the Library’s needs from the systems and preparing the specification to meet the requirements. An understanding of Public Procurement regulations would be expected from the applicant as they will be acting as agents for the Library during the final Tender process.

* Appoint a provider that will provide excellent value for money within the required timescale.

* Appoint a provider that will be able to undertake initial engagements on our behalf in order to encourage bids for the full tender.

* Production of final tender documents and an estimate of the cost of the final HR and CRM solutions for the Library to allocate a budget.

* Running of the ITT for the HR and CRM systems on behalf of the Library during the proposed consultancy timetable.

Tenders will need to be submitted as a single response document of no more than 6 sides of A4 that meet the Mandatory requirements.
