Abstract

This project works with communities and organisations in several parts of Gwynedd to overcome the challenge of littering. Following a series of workshops it was decided to focus on improving local residents’ pride in their area, and as part of this we want to encourage more communities and organisations to go plastic free. Menter Môn will be running the project with funding from the Gwynedd LEADER project (Arloesi Gwynedd Wledig). We are looking to commission research looking at options for offering visitors to Yr Wyddfa a supply of drinking water during the summer months (ideally the service should be provided-to coincide with the opening of Hafod Eryri (May to October). Initially, we want research provides information on the technological options available considering the unique challenges that providing such a service on Yr Wyddfa would entail. Partneriaeth Yr Wyddfa and The Snowdonia National Park Authority would like to gain a better understanding of the possible options and the practicalities of such an ambitious scheme.

Total quantity or scope of tender

We will need a qualified individual or organisation to include the following in the research piece:

Factors to consider (rainwater harvesting):

 Location of accumulation and what provision will be made to store the water.

 How big will any tank / reservoir be.

 Weather effects - frost, drought and heat.

 Treatment equipment e.g. ceramic filters and / or UV (list of companies provided by Gwynedd Council).

Factors to consider (general):

 Deliberate misuse.

 Vandalism.

 Terrorism.

 Cleaning procedure - the water storage and distribution equipment will need to be cleaned. Consideration will need to be given to how, how often, and who will carry out the work.

 Need to protect any equipment from the weather – e.g. hot and frosty.

 Drought need to be considered if roof water is used or another private water source.

 If another water source is used further consideration needs to be given to the source and precautions taken to ensure that the water complies with the regulation standards.

 Size of any source / reservoir - if the reservoir is going to be small then it needs to be changed regularly - every 48 hours. Consideration needs to be given to how many consumers will benefit from having a provision to fill a water bottle.

 Public Health Risk when using the equipment - any water dispensing equipment should be designed to ensure Hepatitis infections eg must not able to put mouth around the delivery point or contaminate with fingers.

 If water-related infection cases - Giaradia, Cryptosporidium, E.coli or infections such as Hepatitis are reported by people who have used the refill equipment, consideration should be given to having an emergency closure plan and an established procedure for checking / repairing.

As part of the Plastic-free Yr Wyddfa project the Yr Wyddfa Partnership and Snowdonia National Park Authority would like to consider all options and cost for offering visitors to Yr Wyddfa a supply of drinking water during the summer months (ideally the service should be provided -to coincide with the opening of Hafod Eryri (May to October).

Initially, the Authority and the Partnership would like to support research into the technological options available considering the unique challenges that providing such a service on Yr Wyddfa would entail. The Authority and Partnership would like to gain a better understanding of the possible options and the practicalities and cost of such an ambitious scheme.

Any research should only consider options that fully comply with any health and safety requirements, with any equipment used meeting the relevant requirements.

Providing such a service would not only meet the needs of the 600,000 annual visitors to the mountain, but would also be an international innovation. It would reinforce the Wales brand as a country with sustainability at the top of the agenda, and fully aligned with the Environment Act and the Well-being of Future Generations Act.

Any further work should fully consider this document, and take into account any legal implications, or otherwise for the Authority, landowners, partners and stakeholders.

Ideally the research would start in March 2022, with work continuing through April and May, but the timeline is to be confirmed dependant on the scope of the work. We are flexible with the timeline. The guidance price for the work is £20,000.

We are welcoming applications from individuals or organisations that can provide this support. The individual that is interested in supporting this project should be able to provide the following:

• Details of qualifications relevant to this project

• Details of experience of similar work

• Day rates for conducting the research (excluding VAT)

• It is desirable, but not required, that the successful applicant can speak Welsh

• Any other information that would strengthen your application

Ideas that are beyond the core requirements of the agreement are also welcomed.

Applications will be scored against the following criteria:

• Qualifications and methodology (30%)

• Experience (30%)

• Day rates (40%)
