Description of the goods or services required

Menter Môn on behalf of Anglesey Council and Gwynedd Council, is seeking to appoint a company / individual to investigate the opportunities that exist in Anglesey and Gwynedd in an attempt to replicate the Respitality model / scheme already operating in Scotland.

The research undertaken through this project will inform how a similar model could be implemented across Wales. The research report will focus on the areas of Gwynedd and Anglesey as a starting point for a potentially wider project.

Here is a brief overview of what would be expected as part of the report.

• Hold focus groups to gather the views and thoughts of unpaid carers.

• Liaise with businesses and organisations to arrange short break opportunities for unpaid carers and/or individuals in need of care.

• Liaise with Shared Care Scotland to gain insight into their model.

• Outline costs

• Report to be submitted through the medium of Welsh.

3 Conditions for Participation

3.1

Minimum standards and qualification required

• Communication skills - Ability to communicate strongly in both English and Welsh, including the ability to co-operate with other individuals and organizations.

• Listening skills - including listening to individual requirements and reporting back effectively.

The applicant will be required to provide the following as part of their application:

• An outline of your company's experience and examples of relevant work, including details of the person (s) who will undertake the work

• An outline of their approach to the brief and the tasks outlined in this document.

• A breakdown of your fees for each element of the work including details of the resources and costs allocated for the proposed program of works.

• Your ability to present the work fully bilingually

• Continuity Strategy - Your service continuity strategy, if one or more of the individuals specified in the tender were unable to complete the work specified for them within the allocated timescale.

The tender will be evaluated as follows

• Ability to provide bilingually - PASS / FAIL

• Price to complete the work (40%)

• Methodology (30%)

• Personal experience including relevant contacts (30%)

Costs

The cost of the work will need to be submitted and will include;

• All research

• Travel costs

• Resource costs

• Report writing time.

The successful candidate will be expected to undertake all the necessary duties to successfully complete this work. This may include activities and duties that are not directly referred to in this document but would reasonably be expected to be part of the overall work. These general duties should form part of your financial analysis (ie no further funding will be available to meet these duties).
