II.2.4) Description of the procurement
The authorities of the City and County of Swansea and Neath Port Talbot (NPT) are jointly seeking suitably qualified and experienced consultants to undertake a comprehensive assessment of housing and economic growth for their administrative areas which also takes into account linkages with neighbouring authorities.
The purpose of the commission is to formulate robustly evidenced, housing and economic growth projections to inform the preparation of both the Swansea and NPT Replacement Local Development Plans (RLDPs), which are at early stages of formation and are being progressed independently by each Council. The work will also feed into the preparation of background evidence, policies and proposals to be formulated for the first South West Wales Strategic Development Plan (SDP).
In order to complete this task, Swansea and NPT are seeking consultants to quote to undertake a Housing and Economic Growth Assessment for their administrative areas comprising the following pieces of evidence:
-Housing Market Area Assessment (HMAA);
-Functional Economic Market Assessment (FEMA);
-Population and housing forecasts;
-Economic Needs Assessment; and
-Housing and Economic Growth Assessment (summary drawing together findings from the above).
