Abstract

The aim of this procurement process is to provide a final evaluation of FLEXIS and will cover the full length of the operations’ activities and impact, as well as making recommendations for future work and funding opportunities, highlighting best practice, and lessons learned from the delivery of the FLEXIS operations. Project evaluation is a critical part of the reporting process. Results from the evaluation will be used not only to inform project sponsors and stakeholders on the success of the operation, but to also outline the plans for future development and further opportunities. This tender is for the final project evaluation. This will assess impact first and foremost, comprising project performance against the outputs, results and case level indicators outlined in brief in this document, and in further detail in the FLEXIS business plans and delivery profiles. This should include reflection on the change to the research landscape caused by FLEXIS and the sustainability of the operation. The final evaluation will utilise the findings of the inception, mid-term and 56 month evaluations to measure project development, should the findings of those evaluations still be relevant in the current climate. It has been noted from previous experience of delivering projects that often the full strategic impact and wider benefits of a project are not fully realised during the lifetime of the operation’s funding. Therefore the final strategic evaluation of the FLEXIS operations will take place shortly before the closure of the operation to capture the full impact of the operation to date and will take into consideration probable continued benefits of project activities. The evaluation will also help explore the current funding landscape and how FLEXIS can capitalise on opportunities presented to continue the impact of the work undertaken during the FLEXIS operations.
