Tender for the Appointment of a Contractor for Improvements at Trem-Yr-Allt, Machynlleth

Description of the goods or services required

The Council is seeking to engage suitably experienced and qualified Contractor(s) to enter into a Tender for the Appointment of a Contractor for Improvements at Trem-Yr-Allt, Machynlleth.

Works are to include but not limited to; Demolition and reinstatement of staircase/landing, Demolish existing garages & grub up concrete floor slabs, Provide kerb stones to all unrestrained edges of new parking area, Erecting walls and raised beds.

Please note that due to a number of properties being occupied by leaseholders the council is duty bound to consult with the leaseholders on works that are to be carried out.

Works are to be completed no later than 31/03/2023.

3 Conditions for Participation

3.1

Minimum standards and qualification required

It is a Minimum Requirement of the Council that Bidders are:

Constructionline Level 2 Silver registered, with work categories relevant to the subject matter of the contract.

Registered with a Safety Schemes in Procurement (“SSIP”) accredited scheme.

Proof of membership of National Federation of Demolition Contractors ("NFDC") for the party undertaking demolition works (either the bidder or nominated sub-contractor).

Site Managers must have Level 2 Working with Non-Licensable Asbestos training, and there must be one person on site at all times who has received this training. All other operatives will be required to have Level 1 Asbestos Awareness training .

Provide copies of fully audited accounts, including profit and loss accounts and balance sheet, for the most recently completed financial year. The accounts will be analysed in accordance with instruction provided in the Financial Assessments Document under Appendix 16 .

Due to the Covid-19/Coronavirus global pandemic Bidders are asked to provide their latest set of management accounts for the period of the pandemic in the UK (March 2020 to present).

Insurance requirements, note that you must have or agree to put in place by contract start insurances to the following levels:

-Public & Product Liability Insurance - £5,000,000.

-Employer’s Liability Insurance - £10,000,000.

Acceptance of the JCT Minor Works – Schedule of Amendments (as found under Appendix 4 in the Attachments Area of the Portal).

Acceptance of sharing the following commercial information from your submission with the affected Leaseholders:

-Contractor Name, Description of Works, Contractors Total Tendered Value for the Steel Staircase & Balcony Walkway Renewal as described under lines 1.23 to 1.28 of the Appendix 2 – Pricing Document.

The successful Contractors should ensure, where relevant, that all Disclosure and Barring Service (“DBS”) are up to date and in line with the Council’s DBS Policy as found in Appendix 8 under the Attachments Area of the Portal.

As time is of the essence with this project, it is imperative that the works must be completed as soon as possible but by no later than 31/03/2023.

Please note that this is a Pass/Fail Requirement and if Bidders are not able to confirm completion by 31/03/2023 their tender shall be rejected and not further evaluated by the Council.

Any Tenderers who fail to meet the minimum requirements will have their tender response rejected and not further evaluated by the Council.
