Ambition North Wales is seeking consultancy support to deliver a service to deliver a complete set of business cases for its Connected Key Sites and Corridors project. The requirement involves production of high-quality HM Treasury ‘Better Business Case’ standard documents starting with a Strategic Outline Case before progressing to Outline Business Case and Full Business Case, building detail iteratively through the stages1.
The scope of this work includes the five business case dimensions and all 35 actions and associated tasks as described in the HM Treasury Guide to developing the project business case1. Ambition North Wales is committed to developing the most robust business cases which closely adhere to HM Treasury guidance in order to produce robust projects which deliver value for money, effectively manage risks, deliver benefits and secure project spending objectives.
This contract consists of the following requirements:
Initial scoping study
HM Treasury standard Strategic Outline Case (SOC)
HM Treasury standard Outline Business Case (OBC)
HM Treasury standard Full Business Case (FBC)
Project Management of business case production, project board, reporting and assurance operations.
Optional Element
Carbon and Biodiversity impact assessments (CBIA) throughout SOC-FBC process using ANW Carbon and Biodiversity methodology (CBM)
