Abstract

The ‘Marches Regional Food Network’ is one of four regions in the UK to have been awarded seed corn funding to determine the viability of developing a Marches Regional Food Hub. The role of a Food Hub is to connect local food producers with public bodies initially - such as local authorities, schools and hospitals, making shorter food supply chains to benefit the environment, local economy, food security and public health. The purpose of the commission is to bring an enhanced understanding of the Marches region and to establish the business case for bringing the Marches Dynamic Food Procurement System to life, if proved viable.

Total quantity or scope of tender

The commission will include the production of:

• A study, based on desk-based research and direct engagement with relevant stakeholders, which will provide an enhanced understanding of the Marches ‘Food’ region. The study will build on existing research - evidencing the strong synergy across the region, particularly in terms of agroecological production and food supply chains; will involve secondary research to include interviews with relevant Local Authority procurement and legal Officers in order to determine how a joined-up Dynamic Food Procurement System solution could work at a regional and local level;

• A database of interested parties in the individual counties, collated throughout the commission, which will form part of a collective Marches Regional Food Database;

• An outline business case for bringing the Marches Dynamic Food Procurement System to life which considers the associated challenges and recommendations on how to overcome them e.g. the structure and resourcing of the proposed buying organisation; a risk analysis; and a communications strategy that will seek to reassure existing procurement teams of the benefits of this type of transformational change to the local authorities and local economies, etc.

The maximum budget for this work is £10,000
