Abstract

The Renewable Energy Developer Programme has been established to carry out an estate wide feasibility exercise and to commence early project development activity. The intention is to identify and develop a strategic pipeline of renewable energy projects on the Welsh public estate. The programme is expecting to initiate the development of approximately six large-scale onshore renewable energy projects, primarily wind energy but with the possibility of solar PV projects, over the next 2 years. Welsh Government is looking to secure the services of a suitable consultancy firm to undertake the following: - Environmental Impact Assessment for this programme and produce an Environmental Statement (ES) including all necessary baseline surveys and impact assessments; - Ensure the integration of the EIA process with design to inform phased wind farm layouts leading to a design freeze; - Assist in the preparation of material for use in public exhibition; and - Prepare and submit a planning application, encompassing all documentation to meet the Planning and Environment Decisions Wales Case Officer’s requirements. This is to include all necessary figures to accompany all ES chapters and all necessary Technical Appendices. To support the programme’s wider aspirations in this area, Welsh Government will be seeking responses which outline wider social values and benefits that can be brought in the delivery of the renewable energy projects and focusing on reducing the carbon footprint of the project over the duration of the contract.

Welsh Government intends to issue this opportunity through the Crown Commercial Services "Heat and Networks and Electricity Generation Assets (HELGA) Dynamic Purchasing System (DPS) Agreement" using Lot 1: Energy Advisory, Design & Technical Services.

A DPS is an 'open market' solution designed to give buyers access to a pool of pre-qualified suppliers, unlike a regular framework, a DPS is an electronic system which suppliers can join at any time. Please note there is an application process and only those suppliers that successfully meet the requirements will be appointed onto the DPS.
