Abstract
The aim of the work is to create an initial theory of change that maps the political context and drivers behind a planned prototyping project, including the intended inputs, activities, outputs and outcomes of the prototype aimed at coproducing and testing questions underpinned by the social model of disability. It is intended that the development of a theory of change will support the Disability Disparity Evidence Unit at Welsh Government to agree a baseline from which to evaluate its work to coproduce a new set of disability research questions, framed and understood through the lens of the social model of disability. As part of this work to map a theory of change, it is expected that the successful contractor will work with Welsh Government and its stakeholders to assess the quality and gaps in existing data and recommend the implementation of key indicators and data monitoring mechanisms to ensure the collection of sufficient evaluation data.
