Abstract

Please see enclosed brief for full contract requirements and further details including response template. We want to appoint a Consultant to draw up a Monitoring and Evaluation Plan (Part 1 and Part 2 if funding is confirmed) by setting a baseline, and evaluation and monitoring methods that are in line with the National Lottery Heritage Fund guidelines. The successful contractor is expected to work with the Gwynedd Council Slate Wales Project Team and the Partnership to: 1. Refine the Project Plan by identifying and articulating specific outcomes (that is, the difference the project is expected to make) together with outputs and performance measures/indicators. 2. Develop a clear Monitoring and Evaluation Plan (in Welsh and English), costed, for the whole project, and for its inclusion with the application for the Delivery Phase. 3. Establish a suitable baseline for all aspects of the project, including sustainability elements. 4. Evaluate the part 1 Development Phase and prepare a bespoke bilingual report (Welsh / English)

Description of the goods or services required

Gwynedd Council, in support of Welsh Government’s Code of Practice on Ethical employment in supply

chains, confirms that it has and/or commits to put the following processes in place :-

• An ethical employment statement to be displayed on the Council website

• Appointment of an Anti-slavery and Ethical Employment Champion at Cabinet level

• Whistle-blowing policy for staff to raise suspicions of unlawful and unethical employment practices taking

place and a point of contact for the public to raise any such concerns in relation to the supply chain

• Training for those involved in buying/procurement or recruitment in modern slavery and ethical

employment practices via Welsh Government’s e-module

• Incorporation of the Council’s Ethical employment statement within procurement documentation as well as

inclusion of questions associated with the topic within tenders and conditions of contract where appropriate.
