Abstract

A key pathway to achieving impact is through the commercialisation of intellectual property (IP) in the results of our research projects. One such project is the FRAIT (Family Resilience Assessment Instrument & Tool) which can be found at www.frait.wales. FRAIT was developed through a rigorous process of research and testing in simulation and practice within the NHS. FRAIT is used by all health visitors in Wales to assess all families with children 0-5 years as part of the Welsh Government (WG) Healthy Child Wales Programme (2016). Health visitors have made over 1.8 million family contacts in the period 2017-2022 (see www.frait.wales). It was established in September 2022 that FRAIT assessment at birth predicts school readiness. This is ground-breaking and will be of interest to UK and international practitioners, managers and policymakers. Health visitors use FRAIT to identify concerns about individual family resilience, and which interventions are needed to address those concerns. In its original format, FRAIT was a strengths-based paper tool that generated a score indicating family resilience at a given time. The paper based FRAIT is free to use only in Wales. In September 2022, a new web-based E-FRAIT was developed and tested by health visitors. We have received commercial enquiries about E-FRAIT from within the UK (England, Scotland and Northern Ireland) and internationally. The E-FRAIT team want to appoint an external company to review our current approach and provide support for marketing, commercialisation and implementation. Expected deliverables will include an active commercial organization including initial business and marketing strategy with key marketing messages and a roadmap for growth.

The E-FRAIT team want to appoint an external company to review our current approach and provide support for marketing, commercialisation and implementation. Objectives

Stage 1

o Analyse the market for E-FRAIT in Wales, other parts of the UK and Internationally

o Evaluate business model options to disseminate E-FRAIT® to clients to create maximum impact,

Stage 2

o Based on outcomes of stage 1, develop a business plan for the development of E-FRAIT®

o Update digital marketing materials for E-FRAIT® including the website and bring an understanding of the market intelligence surrounding E-FRAIT.

o Generate leads with new clients

Deliverables

Deliverable

Creating an active commercial organization will include a review of the E-FRAIT products. This review will include the FRAIT website www.frait.wales, social media use, the web-based E-FRAIT and all associated documentation (e.g. user guidance).

Outputs will include:

Stage 1: A market and business model evaluation of the E-FRAIT.

Stage 2: An active business plan to develop FRAIT® products and services including market, commercial and technical development plans, and updated digital marketing materials.

Stage Gate decision – A decision to start Stage 2 will be subject to the results of Stage 1 and taken by the FRAIT team in consultation with Research & Innovation Services department within the University who are funding the activity.

Activities

o Meetings online or on USW campus with the FRAIT team to review the needs and wants for the future development, support and implementation of the commercial organization. Agree 1st and 2nd stage outputs.

o Presentations of outputs to the FRAIT team.

3 Conditions for Participation

Minimum standards and qualification required

Minimum standards and qualification required:

Interested parties must be able to and demonstrate -

Be able to meet the objectives and deliverables as identified in the ITT;

Meet the deadlines of the project in relation to timescales and deliverables as identified in the indicative timetable

of the ITT;

Provide robust and project relatable answers to the evaluation criteria;

Be able to demonstrate the following insurance levels as part of their submission

• Employers Liability £10 million

• Public Liability £5million

• Professional Indemnity £5million;

Review and agree to USW terms and conditions of tender and review and agree to the conditions of the consultancy agreement.
