Abstract

The Welsh Government wish to undertake an evaluation of Armed Forces Liaison Officers (AFLOs) in Wales. There are seven AFLOs operating across six regions in Wales, and they play an important role in delivering the Armed Forces Covenant and ensuring that local services are receptive to the needs of the armed forces and veterans’ community. The aims of this research are to evaluate the contribution of the AFLOs to delivering against the covenant and the ways in which they help to improve the provision of services for the armed forces and veterans’ community. This should include elements of both process and impact evaluation, involving primary data collection with the AFLOs, local armed forces champions, Local Authority and third sector service providers and other relevant stakeholders.
